Major interface re-design for the Behaviour Composer

This release keeps the command line and status line at the top regardless of whether you have scrolled or split the screen. Less space is wasted in this design. The screen can now be split horizontally as well as vertically — particularly convenient on wide displays. Scroll bars, dragging the splitter, and resizing the window work much better. This release includes many other improvements and bug fixes as well.

This also includes experimental support for the NetLogo URL extension that enables micro-behaviours to read web pages and to post data. More about that soon.
