Who is responsible for the conflict in Libya?

Recently, the situation in Libya has drawn the close attention of politicians around the world. While the people in Libya are suffering every day, there seems to be confusion whether, and which, organisations should intervene, as well as the approach to dealing with the conflict.

It is a complex internal issue – but one thing is certain, ignoring it is not an option.

Whilst not referring to Libya specifically, Professors Ian Clark and Christian Reus-Smit can provide some thoughts for us by discussing the Ethics, Law and Armed Conflict during one of the 2011 Hilary Term seminars.
